The EU imposes definitive anti-dumping duties on hot-rolled steel from three countries
The duties, which apply to products from Egypt, Japan, and Vietnam, will remain in force for five years
On September 26, the European Commission (EC) imposed definitive anti-dumping duties on imports of certain hot-rolled flat products originating in Egypt, Japan, and Vietnam. This is stated in the institution’s announcement.
The EC has thus replaced the previous duties that were applied earlier.
The anti-dumping duties applied are 11.7% for Egypt, 6.9%-30% for Japan (the lowest was received by Tokyo Steel, the highest by Nippon Steel) and 12.1% for Vietnam (the current anti-dumping measures do not apply to Vietnam’s Hoa Phat Group).
The duties will remain in effect for five years.
An investigation was also conducted into the relevant products from India, but it was terminated without the imposition of duties, as it was not established that imports from that country were dumped.
A definitive anti-dumping duty was imposed on imports of goods falling under CN codes 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 10, 7208 53 90. 7208 54 00, 7211 13 00, 7211 14 00, 7211 19 00, ex 7225 19 10 (TARIC code 7225 19 10 90), 7225 30 90, ex 7225 40 60 (TARIC code 7225 40 60 90), 7225 40 90, ex 7226 19 10 (TARIC codes 7226 19 10 91, 7226 19 10 95), 7226 91 91 and 7226 91 99, originating in Egypt, Japan and Vietnam.
The investigation was initiated in August 2024 following a complaint by the European Steel Association (EUROFER). Provisional measures were imposed in April 2025.
As noted, the EU industry producing such products is located in Austria, Belgium, the Czech Republic, Finland, France, Germany, Hungary, Italy, the Netherlands, Poland, Romania, Slovakia, Slovenia, Spain, and Sweden. In total, it employs 38,000 people.
Recall that the EC announced the launch of an anti-dumping investigation into imports of certain types of cold-rolled flat products (CRF) from India, Japan, Taiwan, Turkey, and Vietnam. The investigation was initiated following a complaint filed by EUROFER in August this year. It alleges that imports of the products concerned originating in the five countries are being dumped, causing injury to the steel industry in the bloc. In addition, the complainant indicated that there is a particular market situation in the countries concerned.
